What Are the 5 Life-Changing Events to Challenge IRMAA?

If you’ve received a notice from the Social Security Administration (SSA) stating that you owe an Income-Related Monthly Adjustment Amount (IRMAA), don’t panic—there are legitimate ways to appeal that decision. To challenge IRMAA, you must have a “Qualifying Circumstance.”

There are five types of Qualifying Circumstances the SSA recognizes:

  1. You filed an amended tax return — meaning the IRS has updated your income information.
  2. Correction of IRS information — if the IRS provided incorrect data that now needs to be fixed.
  3. The IRS used an outdated tax return — sometimes they use a return from three years ago instead of the most recent one.
  4. A change in living arrangements — particularly if you file as “Married, Filing Separately.”
  5. A Life-Changing Event (LCE) — a major personal or financial change that significantly alters your income.

For most Medicare beneficiaries, the fifth circumstance—Life-Changing Events—is the most practical and common reason for an IRMAA appeal.

Below are the five Life-Changing Events the SSA accepts, along with what documentation you’ll need to support your case.


1. Change in Marital or Tax-Filing Status

If your tax-filing status has changed since the SSA made its IRMAA determination, you may qualify for an appeal.
Eligible events include:

  • Death of a spouse
  • Marriage
  • Divorce or annulment

What you’ll need:

  • A certificate or official document verifying the change (e.g., death certificate, marriage certificate, or divorce decree).

2. Work Reduction or Work Stoppage

If your earned income has decreased due to retirement or reduced hours, you may qualify. The SSA recognizes both voluntary and involuntary reductions.

What you’ll need (one or more of the following):

  • A statement from your employer confirming the change in employment.
  • Recent pay stubs showing reduced hours or income.
  • Corporate minutes or documentation (if you’re an officer or owner).
  • Proof of sale or transfer of a business (for the self-employed).
  • A signed statement under penalty of perjury confirming your reduction in work hours.

3. Loss of Income-Producing Property

If you lost property that generated income—such as a rental home, farmland, or livestock—due to circumstances beyond your control, this qualifies as an LCE.

Examples of qualifying property:

  • Rental homes, farmland, vehicles used for business, or livestock.

Examples of qualifying causes:

  • Natural disasters (floods, fires, hurricanes, earthquakes, etc.)
  • Disease affecting crops or animals
  • Arson or theft
  • Government seizure under eminent domain
  • Investment fraud (with proof of conviction)

What you’ll need (one or more of the following):

  • A filed tax return documenting the loss of income.
  • A statement verifying that you’ll provide a tax return showing the loss once filed.
  • Insurance claim documents or adjuster statements.
  • A formal statement made to an insurer about the loss.
  • Note: For investment fraud, proof of conviction is required.

4. Reduction or Loss of Pension Income

If your pension payments have decreased or stopped entirely since your IRMAA determination, this may qualify.
The plan must be a traditional defined benefit or cash balance plan, and the loss must result from:

  • A plan failure or termination (such as bankruptcy restructuring), or
  • A scheduled end to payments that was decided in the past (e.g., choosing a 20-year annuity that has now ended).

5. Employer Settlement Payment

An employer settlement payment—a one-time sum received as part of a legal or employment dispute—can temporarily inflate your income and push you into IRMAA. If it was truly a one-time event, SSA will generally accept your appeal.

What you’ll need (one or more of the following):

  • A statement from your employer.
  • Court documents showing settlement terms.
  • A statement from your employer’s attorney verifying settlement details.
